MIOA: Amendments are made to the "balancer" web tool according to the results of the census conducted in 2021

The law on public sector employees, which began to be applied in 2015, provides a mechanism for achieving the constitutional principle of adequate and fair representation of members of the communities, at the level of each of the public sector institution, based on the needs of the institutions themselves expressed through Annual Employment Plans.
In 2016, the Methodology for employment planning in the public sector was adopted, according to which each institution will have to prepare an annual employment plan and implement employment procedures in accordance with the annual plan. A web tool available on the website https://balancer.mioa.gov.mk/ has been created, through which the distribution of planned new recruitments is carried out electronically, according to the appropriate and fair representation.
The Law on Public Sector Employees stipulates that the employment plan is drawn up at the institution level and contains:
- accurate data on the state of occupied job positions in the institution,
- data on planned retirements and data on other planned employee movements (mobility within the institution and/or the public sector, promotions, etc.) and
- a plan for the distribution of the number of new employments in the next year according to community affiliation.
In public sector institutions established by the central government and which perform the activity, i.e. the competence, at central level and/or through regional units or other organizational units at local level, as a basis for distributing the number of planned new recruitments according to affiliation of the community, the data is drawn from the last conducted census of the population of the Republic of Macedonia for the territory of the entire Republic of Macedonia.
In public sector institutions established by the central or local government, and which perform the activity, i.e. the competence at local or regional level, as a basis for the distribution of the number of planned new recruitments according to community affiliation, data is drawn from the last the conducted census of the population of the Republic of Macedonia for the local self-government unit where that institution is located.
According to the Law on the census of the population, households and apartments in the Republic of North Macedonia 2021, in the period from September 5 until 30, 2021, a census of the population, households and apartments in the Republic of North Macedonia was carried out therein, and the results of it were publicly presented in March this year.
Taking into account the connection between the results of the census of the population, households and apartments in the Republic of North Macedonia 2021 with the provisions of the Law on Public Sector Employees, the Ministry of Information Society and Administration hereby informs you that a change has been made in the "balancer" web tool according to the results of the census conducted in 2021.
During the preparation of the Annual Plans and the electronic distribution of the number of planned new recruitments according to community affiliation for 2022, the data from the last census of the population of the Republic of North Macedonia for the territory of the entire Republic of North Macedonia for the institutions that have been established will be taken as a basis by the central government, i.e. the data from the last census of the population of the Republic of North Macedonia for the local self-government units in which that institution is located.
