Round table: "Adaptation of the existing Regulatory Impact Assessment Methodology and improvement of the overall regulatory impact assessment system operation"

On May 9th 2022, a round table was held on the topic "Adjusting the existing regulatory impact assessment methodology and improvement of the overall regulatory impact assessment system operation" organized by the Ministry of Information Society and Administration, as a ministry in charge of the regulatory impact assessment management process (RIA) and SIGMA.

The needs for adapting the current legal framework for RIA to the real needs, as well as the ideas for improving the overall operation of the RIA system in the Republic of North Macedonia, were the subject of discussion at this round table.

Representatives of the line ministries (RIA coordinators and their deputies, practitioners who regularly deal with the preparation of laws and RIA reports) took an active part at the meeting.

The RIA process has been actively present for almost 10 years in our country and currently it is good to review the lessons learned and to plan its improvement.

The Ministry of Information Society and Administration and SIGMA conducted a small survey at the end of 2021 and the beginning of 2022 to obtain feedback on the experiences of line ministries in the implementation of RIA. Based on the survey results and other feedback, minor adjustments were made to the RIA Methodology and Report, which were presented to the Roundtable in order to explain the reason behind the proposed adjustments and to determine their relevance.

Additionally, SIGMA completed its regular monitoring of the Western Balkan administrations by the end of 2021. Hence, during the meeting, SIGMA experts shared key findings focusing on evidence-based policy-making - both for North Macedonia and regionally. The subsequent discussion was used to identify ideas for possible improvements to the RIA system in the Republic of North Macedonia and the next steps thereof.
